INTRODUCTION
Good Samaritan ONLUS – It is a No-Profit Organization - Onlus (L. 266/91 art. 10 c. 8 D.Lgs. 460/97) born in 1999. Good Samaritan implements projects in favour to Acholi people (Northern Uganda) in collaboration with the Ugandan NGO “Comboni Samaritans of Gulu” and the “Wawoto Kacel Cooperative ltd”.
At the beginning the association, created with the aim to fight against the diffusion of HIV/AIDS, choose to privilege projects for orphans and children of people living with HIV/AIDS in order to guarantee the fundamental right to education.
Now Good Samaritan has different programs:
-Health Program in collaboration with the St. Mary’s Hospital Lacor of Gulu (home base care for PLWHA, Pre and Post-Testing, access to health services and antiretroviral treatments, psychological support and micro-finance project for clients);
-Education Program (sponsorships and psychological support for orphans and “child headed-families”);
-Youth Program (prevention and awareness against the spread of AIDS among the youths, peace building and reconciliation activities for the community);
-Economic Program (economical and technical support to “Wawoto Kacel” Cooperative, micro-finance project for disadvantaged people).
Local partner:
COMBONI SAMARITANS OF GULU: It is a local Non Governmental Organisation founded in 1992 by two Comboni Missionaries. It was created in response to the AIDS epidemic and its dramatic impact in the community. Nowadays it has 4 departments (Health, Youth, Education and Administration) and a staff of 70 employees that reach more than 10.000 beneficiaries.
WAWOTO KACEL COOPERATIVE: It was founded by Comboni Samaritans of Gulu and Good Samaritan Onlus and, in 2004, it became an independent organization. Nowadays it assures work to 150 disadvantage people (sick people, disables, IDPs, etc) and it is formed by 6 sectors of production (tailoring, weaving, tie and dye, embroidery, beads and wishing cards).
It exports in Italy in collaboration with the Fair Trade.
TASKS AND RESPONSIBILITIES:
The purposes of this position is double:
-to provide management and technical leadership for a three-year new project;
-to provide overall supervision (control of program quality and overall financial management) of all the projects already implemented in Northern Uganda.

REQUIRED COMPETENCIES:
Degree Previous experience in management projects (at least 3 years)
Experience in supervision
Proven experience in financial management and administration
Ability to work with multiple partners, donors and other stakeholders Creative problem solving skills with ability to work effectively in resource constrained environment
Previous experience in Africa/developing countries Experience in supervising multi-cultural staff, strong leadership and people skills
Fluency in written and spoken Italian
Fluency in written and spoken English
Strong computer skills
DESIRABLE COMPETENCIES:
Degree in business and economic disciplines
Previous experience in Uganda
JOB DESCRIPTION:
MANAGEMENT OF THE NEW STARTING PROJECT
The project will include the development of micro-finance programme, support to Wawoto Kacel Cooperative strengthening and promotion of a reconciliation and peace-building programme.
The project manager will be responsible for:
-Coordinating all field activities, including preparation of detailed work plans for the team in collaboration with the Project Development Officer and the Head of Department of Comboni Samaritans of Gulu and the Manager of Wawoto Kacel Cooperative;
- Coordinating field data collection on development indicators;
-Supervising daily administrative and logistic functions of the project;
-Preparing four-months work plans, timetable, activities and costs;
-Editing 15 days brief narrative and financial reports and detailed four-months narrative and financial reports on approved draft;
-Managing the project field finances, in close collaboration with the financial manager of Comboni Samaritans of Gulu, under the directions of Good Samaritan Executive and their consultant team;
-Assuring a continuous communication between Good Samaritan and the local partners about the project;
-Facilitating the monitoring visit by the donor and the Program Coordinator;
-Participating to the meetings organized by the Program Coordinator with other NGOs involved in the programme;
-Communicating and interacting with the District government, Gulu University, NGOs, and other agencies.
SUPERVISION OF ALL GOOD SAMARITAN PROJECTS
The project manager will be responsible for: - Supporting Comboni Samaritans staff in the implementation of other correlated projects;
-Supporting Wawoto Kacel Cooperative staff in the implementation of the projects;
-Working in close collaboration with Donor Representative;
-Assuring correct development of the projects by the local partners (coherence with Memorandum of Understanding);
-Assuring correct reporting by local partners;
-Visioning administrative management and accountability of all the projects;
-Assuring a permanent communication among Good Samaritan and local partners;
-Facilitating the development of new project proposals in close collaboration with Project Development Officer of Comboni Samaritans of Gulu;
-Representing association in institutional meetings;
-Reporting periodically to Good Samaritan Executive and their consultant staff.
WORKING CONDITIONS: - Fixed term contract of 9/12 months, renewable (following 24 months)
