REQUIRED COMPETENCES
Degree in Engineering or related subjects
Experience in management of project in emergency and post disaster assistance
At least 2 years experiences on the field in developing countries, preferably in Pakistan and bordering countries
Adaptability for hard living conditions and capacity of coping with stressfull situation and frustrations
Ability to achieving results in short time
Communication skills with ability to work closely with CESVI local staff and the beneficiaries
Excellent knowledge of English written and spoken
DESIRABLE COMPETENCES
Experience in mangement of ECHO projects and of working in consortium with various NGOS
Experience of project proposals writing and rapid needs assessments
Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO's
Ability to work with a broad spectrum of people
Excellent self-motvation skills
WORK CONTEXT
Since October 2005, after the devastating earthquake that hit Northern Pakistan, Cesvi has dealt with schools reconstruction in the Kashmir region providing them with adequate facilities and supplying furniture and teaching material. The support of Cesvi to the earthquake affected areas continued in 2009 through a programme whose aim is to support the socio and economic development of a remote Union Council in district Bagh, AJ[AND]K.
But the presence of Cesvi in Pakistan is also strongly linked to the mountain ecosystems preservation projects in the Hindukush-Karakorum-Himalaya region. In such a framework Cesvi is implementing a project in the Central Karakorum National Park, in collaboration with its partner, the local ngo MGPO (Mountain and Glacier Protection Organization).
The long presence of Cesvi in the Northern Areas of Pakistan, put also the basis for the establishment of strong and consolidated relationships with the Aga Khan Rural Support Programme (AKRSP) who led to the development of a new food facility programme.
Cesvi is now engaged in response to the floods that recently have affected the North East of the Country. Selected areas of intervention are: Nowshera, DG Khan, Shangla and Baltistan.
MA in sectors of intervention are: NFI distributions, shelter, wash and rehabilitation of infrastructure
JOB DESCRIPTION
The collaboration will start as soon as possible.
The PM will have responsibility for program implementation, quality assurance, monitoring, staff supervision and reporting for WASH activities carried out during the emergency. This person may support programming in distribution, shelter, and livelihoods.
He/she will
- Provide direction and technical advice on issues of procurement, supply, design and installation
- Development of WatSan policies, strategies, best practices and guidelines for the target province
- Design and construction of water and sanitation system, overseeing the construction of wells, latrines, and waste disposal
- Carry out water quality analysis and train local staff and community members in water quality monitoring
- Training and building of local community capacity in maintenance of water and sanitation sites, such as wells and latrines
- Monitor and review over all WatSan materials and equipment movements such as deliveries, storage, transport and utilization
- Develop proposals, plans, concept papers and budgets for water and sanitation intervention in collaboration with the project team
- Represents Cesvi and Alliance 2015 NGOS to donors and relevant government ministries as needed
- Supervise, mentor, and monitor the work of the water/sanitation local staff
- Compile monthly reports, program/project documents and contribute to redaction of budgets.
