In January 2005, the signing of the CPA (Comprehensive Peace Agreement) has offered a new and challenging opportunity to all international humanitarian organizations to partner the reconstruction of Sudan.

The Don Bosco Network (DBN) has been quick to respond to this opportunity. The DBN is a consortium of 7 European Non-Governmental Organizations that presently works for the development of the poor and the disadvantaged, especially children and youngsters, in 82 countries across the world. Following the signing of the CPA, the DNB immediately informed its primary partner, the Don Bosco Society in Sudan (Salesians of Don Bosco), of its intention to focus its attention for the next few years specifically on the development of Sudan.

To spearhead this focused attention, Volontariato Internazionale per lo Sviluppo - VIS (an Italian NGO and DBN member) was nominated as the lead agency within the DBN to coordinate the activities of the network within Sudan. The DBN 5-year plan is spelled out in the Don Bosco Network Country Strategy Paper 2007-11. In September 2005, VIS began the process of getting itself formally registered as an international non governmental organization (INGO) by the Humanitarian Aid Commission (HAC) of the Ministry of Humanitarian Affairs, Khartoum, Sudan. This registration process was completed and a certificate recognizing VIS as an INGO was awarded in August 2006. Following this, VIS also registered itself as an INGO with the Southern Sudan Relief and Rehabilitation Commission (SSRRC), GoSS, Juba. Furthermore, so as to render efficient and effective service, VIS opened a Country Office in Khartoum in July 2006. This office now functions as the coordinating centre for all DBN projects in Sudan.
