REQUIRED COMPETENCES
Master Degree in Agricultural Science or Economics or Political Science
Previous experience in management of rural development projects (at least 2 years)
Experience in supervision and planning of field activities
Good leadership, management, teamwork and interpersonal skills
Good communication skills with willingness to work closely with the beneficiaries, the partners and with CESVI local staff and colleagues
Fluency in written and spoken English and Italian
Strong computer skills including Microsoft Word, Excel, Outlook
DESIRABLE COMPETENCES
Experience in management of HR
Experience in financial and administrative management, possibly in developing countries
Experience in rural development, gender issues, and market access
Demonstrated attention to detail, ability to follow procedures, to meet deadlines and keep the project's files and documents
Knowledge of donor's rules and procedures (EC)
WORK CONTEXT
Cesvi has been present in Tajikistan since 2001 when it started working mainly on water and environmental hygiene issues. After 5 years of post-emergency activities, Cesvi has started to move through development actions in order to insure long term sustainability for rural populations. Nowadays Cesvi has a main office in Dushanbe and is implementing several projects in the country.
The specific objective of the project is to "improve the livelihoods of the rural population of Ghonchi and Spitamen districts, through the development of agricultural value chains". The main areas of activities are related to:
- strength the capacity of intervention of two local extension service providers (ESPs);
- support farmers in increasing the quality and quantity of agricultural products (in close collaboration with the two ESPs);
- develop and support Women Mini Enterprises (WMEs) for processing agricultural products;
- help farmers and WMEs to access to the local market.
The project is funded by the EC and it is already at an advanced stage.
JOB DESCRIPTION
The collaboration will start in October 2010.
The main duty station will be Khujand (region of Soghd, north part of the country), with periodic missions to Dushanbe (where is located CESVI main office).
The Project Manager will be responsible for detailed planning and direct coordination of all field operations, with the support of the local coordinator and staff.
He/she will check and make sure the projects' activities fulfil the scheduled objectives, especially:
a) coordinating and monitoring the implementation of the activities,
b) ensuring that such activities meet with the Country regulations and the donor's guidelines,
c) ensuring that the Organization's procedures and regulations are accomplished (Security Manual, Overseas Offices Administration Manual, Logistics Manual, Visibility and Communication Manual).
He/she will be in charge to supervise the administrative aspects of the project (accounting, budgeting, procurement, financial reporting) and He/she will be responsible of all the documents of the project.
He/She will keep an efficient organization of the office and the staff.
He/She undertakes to send, within the established deadlines, the related project reports (activities planning, work progress and final reports) as requested by the donor and the Headquarters.
He/She will recognize and report any necessary variation, extension or revision of the original project.
The Project Manager reports directly to the Desk Officer (HQ) and works in close coordination and collaboration with the Country Representative and the other PMs in the Country.
If requested by the Desk Officer/Country Representative, he/she will be ready to be involved in strategic activities, project designing and coordination meetings.
