General context of the project
Over the past few years, Afghanistan has witnessed a relative improvement in security and stability across much of the country. This has allowed humanitarian actors like INTERSOS to maintain uninterrupted access and expand services in areas that were previously hard to reach. Despite this progress, the humanitarian situation remains critical, with millions of Afghans continuing to face acute vulnerabilities due to prolonged economic hardship, natural disasters, and limited access to essential services.
In 2025, more than half of the population is in need of humanitarian assistance, with food insecurity, child malnutrition, and displacement remaining key concerns. Natural disasters, such as floods and recent earthquakes, have further compounded the needs of already struggling communities.
INTERSOS continues to operate through a community-based approach with field bases in Kabul, Kandahar, and Zabul, delivering primary healthcare, nutrition, and protection services with a focus on women, children, and persons with disabilities. The organization enjoys strong community acceptance and collaborates closely with relevant national authorities, including maintaining the full participation of female staff in all activities.
While the operational environment is largely stable and conducive, funding shortfalls and systemic barriers such as restrictions on financial flows and administrative bottlenecks continue to impact the scope and scale of humanitarian response. Sustained support is crucial to ensure the continuity of life-saving services and to address the urgent needs of Afghanistan’s most vulnerable populations.
General purpose of the position
The Consortium Coordinator is leading the Consortium Management (CMU), a multidisciplinary coordination body responsible for ensuring effective information flow between all working groups, monitoring deadlines, and facilitating timely decision-making to avoid delays in implementation.
LIFES is a consortium composed of three international non-governmental organizations: INTERSOS (Lead Agency), Médecins du Monde, and Solidarités International. The consortium was established to reduce morbidity and mortality linked to malnutrition and waterborne diseases in Afghanistan.
The CMU is responsible for day-to-day operational coordination, consolidation of reports, and internal communication across consortium partners. It operates under the guidance of the steering committee and within the administrative and contractual responsibility of the Lead Organization. The CMU supports partners by harmonizing approaches, monitoring progress, ensuring compliance with donor requirements, and promoting the use of common tools and systems. It facilitates regular coordination meetings and information sharing.
Main responsibilities and tasks
Strategic planning and leadership
- The Consortium Coordinator will be part of the Consortium Steering Committee, of which will take forward key decisions, information and recommendations on strategic, operational and financial matters.
- The Consortium Coordinator will supervise the Consortium Management Unit , to ensure smooth and coherent implementation., in coordination with the Consortium Steering Committee and the relevant Technical Working Groups (WGs).
- The Consortium Coordinator will promote regular Steering Committee meetings.
Grant management
- Oversee the overall programmatic, logistic and financial management of the project, including the identification and mitigation of risks and obstacles, to ensure donor compliance in terms of project deliverables and eligibility criteria.
- Lead on the contractual reporting preparation and consolidation (narrative and financial), with the support of the Consortium MEAL Manager and in coordination with the relevant Technical Working Groups.
- Ensure compliance of procurement and administrative procedures, based on contractual requirements.
- Monitor the proper financial management and budget forecast, with the support of the Consortium Finance Officer and in coordination with the relevant Technical Working Groups.
- Conduct regular monitoring of activities, including field visits and regular consortium meetings, in collaboration with consortium partners.
Internal Coordination
- Lead on the set-up and implementation of efficient coordination and communication mechanisms between consortium members, including project kickoff meetings, regular Technical Working Group’s meetings and project close-up meeting.
- Lead on the set-up of the Consortium structure, including TORs of the Technical Working Groups, SOPs and tools in place across the Consortium
- Oversee the running of the Technical Working Groups.
External representation and Donor coordination
- Serves as the primary focal point for the ECHO Technical Advisor overseeing the Action.
- Represent the consortium in other foras, when needed and in coordination with the Consortium Steering Committee.
Monitoring, Evaluation, Accountability and Learning (MEAL)
- Lead on the elaboration, implementation and revision of an effective MEAL plan and monitoring systems throughout the project, in coordination with the MEAL sub-working group, and with the support of the Consortium MEAL Manager.
- Lead on the relevance and quality of monitoring reports, analysis and data trends, including recommendations produced by the MEAL sub-working group.
- Take responsibility for the implementation of learning and recommendations from external or internal reviews/evaluations and donor feedback.
- Ensure that beneficiaries have access to feedback mechanisms and that data is monitored and responses given within the appropriate time.
Required profile and experience
Education
- MA’s Degree in Rural Development, Humanitarian Response or a relevant technical subject (Health, Nutrition, FSL, WASH, ES/NFI, Protection, etc) or another relevant field.
Professional Experience
- Minimum Five years of experience in humanitarian aid settings with INGOs, UN agencies and international organizations of which at least 3 overseas, with a minimum 2 years in a senior management role.
- Previous Experience of consortium coordination, carrying out project inception workshops, coordinating project implementation plan, and donor and internal report in line with internal and donor requirements.
- Experience managing complex emergency response programs through both direct implementation, through local partner organizations and within consortia arrangements.
- Demonstrated familiarity with grant management and compliance requirements of major institutional donors (e.g ECHO).
Professional Requirements
- Experience in Afghanistan or any similar context will be an asset.
- Experience of mainstreaming cross-cutting issues into humanitarian programs: Protection, gender mainstreaming, conflict sensitivity, etc.
- Experience working with major grants and international donors.
- Desirable experience in managing integrated projects and Intersectoral programs (Triple NEXUS).
- Essential computer literacy (MS Office and internet).
