In 2002 VIS was one of the first Italian NGOs to open a Human Rights Office anticipating a practice in time consolidated in order to integrate human rights promotion and protection, with a particular focus on vulnerable children and youth. 

The Human Rights Based Approach (HRBA) is a central component of all programmes and projects implemented by VIS. In this area, a particular attention has been given in developing educational tools and specific initiatives.

VIS is one of the founders in 2002 of the Comitato per la promozione e protezione dei diritti umani (Human Rights Promotion and Protection Committee), a network of 89 Italian associations and NGOs active in the field of human rights promotion and protection, with the main scope of realizing also in Italy a National Human Rights Institution in line with international standards and Paris Principles. Since 2006, Carola Carazzone of VIS has been the spokesperson of the Comitato.

Since 2007, VIS, together with the other members of the Comitato per la promozione e protezione dei diritti umani has been actively elaborating Submissions of Information, Monitoring Reports and other connected information to the various UN Treaty Bodies sessions considering Italy and to the Human Right Council on the occasion of the Universal Periodic Review undergone by our country.
