Clarifications

Regarding the origin of goods, as reported in the Special Conditions, article 10 ORIGIN, all goods purchased must originate in a Member State of the European Union or a country covered by the programme. Despite this, regarding the Photovoltaic panels, as reported in the same article and in reference to the Practical guide applicable as of 15 July 2015, article 2.3.2, Page 26, Derogations may be granted on the grounds of:

  •  economic, traditional, trade or geographical links with neighboring countries,
  • unavailability of products and services in the markets of the related countries concerned;
  • extreme urgency;

or

  • extreme difficulties to carry out a project, programme or other action with the general rules on eligibility. The argument that a product of ineligible origin is cheaper than the EU or local product would not alone constitute grounds for awarding a derogation. This means that if EU photovoltaic panels result to be either too expensive, or unavailable or impossible to be provided in the set timing for the programme, the tenderer is free to offer photovoltaic panels from different countries. In either cases the suggested products must report the CE Marking, which certifies the conformity of the same with the European Quality standard, proving that they can satisfy the technical requirements reported in the tender.

Official Notice, 23/05/2017:

Subject: Timetable extension for Schools visits, requests of clarifications and issue of clarifications, instructions on Origin of goods

In reference to the timetable for the offer formulation contained in Annex “c4b_ Instructions to tenderers”, and the official notice of 15/05/2017, we inform the interested tenderers that due to the unpredictability of the sensitive political happenings in the Country, the deadline for the forecasted site visits by the tenderers to the 2 schools is extended to the day Tuesday the 30th  of May 2017, the Deadline for requesting clarifications from the Contracting Authority is extended to the day Friday 26th of May and the last date on which clarifications will be issued by the Contracting Authority will be Monday the 29th of May. 

The Deadline for submission of tenders will remain Thursday the 1st of June 2017 at 11.00 A.M., as reported in the tender.

In reference to the timetable for the offer formulation contained in Annex “c4b_ Instructions to tenderers”,  we inform the interested tenderers that due to the current sensitive political happenings occurring in the Country, the deadline for the forecasted site visits by the tenderers to the 2 schools is extended to the day Monday 22nd, the Deadline for requesting clarifications from the Contracting Authority is extended to the day Tuesday 23rd of May and the last date on which clarifications are issued by the Contracting Authority will be Friday the 26th of May. 

All other timetable appointments which have not been mentioned here remain UNVARIED.

In reference to the possibility to submit variant solutions, we inform the interested tenderers that the technical specifications of the equipment reported in Annex “c4f_annexiitechspeciiitechoffer_en” are just indications to compose the hardware kits. It means that alternative technical solutions are allowed, as long as they guarantee the same performance, formative outcomes and training goals of the equipment described.
