General context of the project
INTERSOS is an Italian non-profit, humanitarian aid organization founded in 1992. INTERSOS works towards a world of equality, justice, peace and solidarity. To achieve this, INTERSOS helps people to live in dignity and safety, alleviating suffering and meeting their needs. The mission of INTERSOS is to support people, families, and communities in areas most affected by crisis around the world, providing crucial assistance to populations in life-threatening situations, situations of famine, and suffering resulting from extreme poverty, disasters, and conflict.
INTERSOS started working in Lebanon in 2006 to support Lebanese people affected by the Lebanese-Israeli war. Since 2013, INTERSOS has been assisting vulnerable populations in Lebanon impacted by the Syrian conflict, including both Syrian refugees and affected Lebanese communities. INTERSOS currently operates in all governorates of the country through three main bases of operations: BML (Beirut), South (Tyre), and Bekaa (Zahle). Protection is the core sector of intervention, often integrated with other complementary activities (Shelter, WASH and Education), either through direct implementation or partnerships.
General purpose of the position
In coordination with the SMT, MEAL, Programme/ Project Managers and Technical Coordinators, timely support the design and development of new project proposals, high-quality reporting, and regular grants management activities in line with INTERSOS program goals, objectives and indicators, and respecting donor requirements.
Main responsibilities and tasks
Project/Program Design and Development
- Support the Head of Programme on the drafting and updating of the donor mapping and donor strategies.
- Support the Go/No-go process through the analysis of calls for proposals and their relevant elements.
- In coordination with the SMT, Programme Managers and Project Managers, support the design and development of new project proposals, ensuring that those are structured according to INTERSOS program goals and objectives, and in line with donor templates and requirements.
- Regularly update Mission Work Plan document ensuring internal and external deadlines are respected and promptly communicated to relevant colleagues.
- Regularly and/or ad hoc liaise with the Regional Office, specifically with the Regional Programme and Grants Manager, to ensure project design meets donor guidelines and submission process respects the defined workflow.
- Under the guidance of the Head of Programme lead the internal coordination of the proposal writing process ensuring clear division of roles and responsibilities, engagement of relevant departments and adherence to the agreed timeline.
- Ensure the matching and consistency of the information and budget figures across proposal documents, including financial components.
- Ensure the final submission package is complete, consistent, and compliant with donor requirements.
- Promptly flag any challenge or delays to relevant colleagues at mission and regional level.
Quality Reporting
- Under the supervision of the Head of Programme, promote periodic revision and harmonisation of templates and formats used for monitoring, follow-up, and reporting of activities in coordination with Programme / Project managers and Technical Coordinators.
- Liaise with HQ Grants and Compliance Unit and Regional Office to receive and keep abreast of donor templates and guidelines.
- Regularly update Mission Work Plan document (Reporting Tracker) ensuring internal and external deadlines are followed as per Grant Agreements and promptly communicated to relevant colleagues at mission and regional level.
- Under the supervision of the Head of Programme and in coordination with the Regional Office and HQ Grants and Compliance Unit, ensure the compilation, review and submission of timely, compliant and consistent reports in line with INTERSOS and donor requirements.
- Ensure matching and consistency of information and budget figures across reporting documents (including program, finance and logistics components).
- Ensure correct storage of Reports and related annexes on INTERSOS Management Platform (IMP) and shared drive.
Grants Management and Other Responsibilities
- Under the supervision of the Head of Programme and in coordination with the Programme Managers / Project Managers and relevant SMT members, prepare and conduct project kick-off (KO) meetings.
- Contribute to the review and revision of grant agreements in coordination with the Head of Programme, Head of Mission and HQ Grants and Compliance Unit.
- Lead on due diligence and capacity assessments of selected partners, support the development of partner capacity building plans together with the responsible Project Managers.
- Contribute to the review and revision of MoUs / partnership agreements and liaise with partners on reporting requirements.
- Conduct, with the support of the Regional Programme and Grants Manager, information sessions (also integrated in project KO meetings) on main donor guidelines, involving all the relevant departments (Programme, MEAL, Finance, Logistics, HR and HQ Grants and Compliance Unit).
- Support field monitoring of performance indicators, conducting compliance spot checks on ongoing projects and partners (e.g., local partners).
- Conduct a periodical review of projects' documentation, ensuring correct uploading and archiving on mission drive and IMP.
- Support the Head of Programme in the organisation and implementation of project review meetings and project closure meetings.
- Ensure projects' amendment requests (where needed) are in line with donor procedures and regulations.
- Support the analysis of data and visualisation of program outputs for monitoring and reporting purposes through Google Data Studio and/ or other recommended tools, and report any deviation in terms of achievements/trends to the Head of Programme and MEAL Coordinator.
- Ensure the Mission Communication Plan is updated regularly, and support the Head of Programme and Head of Mission in drafting communication products and liaising with HQ Communication Department.
Required profile and experience
Education
- BA in International Affairs, Development, International Political Economy or other relevant field.
Professional Experience
- Minimum 3 years of relevant work experience in program or grants departments in the humanitarian sector.
- Experience with grants management of institutional donors (ECHO, UNHCR, AICS, CBPF, among others) and understanding of donor requirements and compliance.
