Working Context
WeWorld has been working in Palestine since 1992, operating in the field of human rights, humanitarian aid and development to guarantee Palestinian communities access to basic services and available natural resources, in particular with regard to integrated service management, the strengthening of the integrated protection of the population and the enhancement of local socio-economic development in a sustainable and innovative way, with particular attention to the social and economic empowerment of women.
Over the decades, WeWorld has implemented several interventions funded by multiple donors: ECHO and EU, UN agencies as UNICEF and OCHA, as well as national agencies such as AICS, SIDA, GIZ, JICA, GFFO, FCDO, and others.
With a people-centered approach, the priorities are always identified together with the communities we serve, with a specific focus on a triple Nexus approach. The significant amount of data and analysis collected and elaborated by WeWorld in oPt inform the intervention of multiple agencies in-country. WeWorld is a member of the Global WASH Cluster and is part of all the clusters at national level: WASH (member of the Strategic Advisory Group), Education, Food Security, Shelter, Protection and Health. More recently, WeWorld has launched emergency operations and activities within Gaza to support the ongoing crisis.
Purpose of the Role
The Procurement & Logistics Manager Gaza will be responsible for Logistic/Supply Chain Management of the Mission to ensure the efficient functioning of the department including Procurement, Fleet, Asset and Equipment Management, Warehouse and Premises Management, in addition to relevant logistics and procurement compliance, archiving and reporting.
Main tasks and responsibilities
General Responsibilities
- Ensures strict application and respect of WeWorld and Donors procurement procedures and guidelines
- Ensures adherence to the Global Manuals and guidelines in Country
- Ensures the procurement and Logistics Department and its teams are involved and contributing to every step of the supply chain and project cycle to ensure efficiency
- Implement capacity building sessions for the procurement and logistics team through specific training plans based on periodic capacities assessment
- Ensures the Procurement & Logistic HR setup is proactively and properly sized to the level of operations
- Ensures the team under his/her supervision respects HR and ethical standards
- Ensures smooth collection and/or dissemination of relevant procurement and logistics information at mission level by maintaining optimal coordination routine system and tools (meetings, reports, situation points)
- Establish and maintain a pro-active inter-departmental communication and collaboration with Finance and Program and all the others
- Establish and maintain a pro-active and continuous communication and collaboration with HQ Procurement and Logistics Unit, by following global indications and implementing them at Country Level
- Regularly participate to coordination meetings, workshops, and working groups related to Logistic conducted in Country or online; promote ad hoc meetings with partners and other actors in Country
- Support the Country Representative in conducting Risk Assessment and tailoring Risk Mitigation Measures
- Supporting the implementation of the safety and security of the WeWorld staff and premises, under the supervision of the Country Representative or his/her delegate
- Provide extended supervision to field offices
- Participates in audits processes, ensuring the logistics and procurement documents are timely available
- Collaborates closely with the Logistics Cluster, working groups, partner agencies, government, and other relevant stakeholders to identify and capitalize on common service opportunities within the country
Procurement
- Supervises and support the management of Procurement Procedures in accordance with WeWorld Global Procurement Manual and Donor Guidelines from the planning to the completion
- Supervise the creation and update of Project Procurement Plan by participating, in coordination with Programme team, in the definition of initial Project Procurement Plans and follow-up updates
- Directly manages the high value procurement processes and all the other procedures in case of gaps or specific needs
- Establishes Contract Management routine throughout project cycle including the close follow up on complex Contracts
- Ensures procurement documents and files are archived and organized according to Archiving Guidelines to ensure effective organization and compliance for audits and reviews
- Enforces Performance management processes for evaluating new/existing vendors and record information
- Establishes a specific Procurement strategy for ensuring high quality procurement processes and outputs
- Follow up with Programme Managers on the development and continuous revisions and updates of project procurement plans and their approval by the regional procurement specialist.
- Conduct weekly status update meetings with the regional procurement specialist to provide regular updates at the mission level as well as to take part of operational and programmatic meetings to provide technical support and updates as required
- Forecasts all upcoming launches and status updates as to balance the Procurement workload in accordance with projects goals and timing
Fleet Management
- Supervises the optimization of the fleet
- Ensures the respect of standards vehicle management procedures
- Supervises the general follow up of the mission vehicles and reports (consumption checks, maintenance movement planning…)
- Conducts spot checks of vehicle condition and equipment
Assets/Equipment Management
- Ensures the respect of standard procedures and ensure the implementation of specific controls/checks
- Ensures the correct management and the follow up of the equipment used on the mission (asset/equipment management database, coding, distribution, handover)
- Ensures regular inventory are done and feed properly the mission’s procurement tactics
Warehouse and Premise Management
- Supervises and supports the logistics team to ensure the office has necessary supplies and equipment and all items are well maintained
- Provides advice and guidance on all warehouse management related matters and conducts on-the-job training to warehouse management
- Plan, equip, and operationalize new bases, ensuring safety, and logistics minimum standards are respected, in coordination with relevant management
- Oversee base closure, including asset handover, inventory reconciliation, and documentation of lessons learned
Reporting
- Centralizes all logistics information available on the mission and consolidates the required monthly reports
- Assess logistics intra and inter department reporting quality for accuracy, punctuality and effectivity and support logistics staffs in deploying effective reporting structure
- Is responsible for preparing supplies/service provider data base and draft resource map for existing projects
- Supervise the use of procurement tracking tools (PRFU, CFU, derogation tracker, PPP tracker)
- Provides inputs of procurement data for Interim and final procurement reports in accordance with donor requirements
Emergency response
- Collaborates with project focal points/relevant stakeholders to develop an Emergency Response Plan for procurement and logistics, providing ongoing support (e.g Conducted market assessments to expand the vendor database for emergency operations)
- Coordinated with sector clusters, working groups, and government authorities to stay updated on regulations and promote resource sharing among stakeholders
HR Management
- Establishes the work schedule of the logistics team in Country, delegates activities and monitors their execution
- Supports, coaches and evaluates the mission's logistics and procurement staffs
- Organizes training courses for Country logistics and procurement department, in particular by running workshops on various logistics and procurement topics
- Forecasts logistics and procurement HR requirements and structuring the department (lead in the recruitment process whenever necessary)
- Briefs all new employees (national and expatriate) on logistics and procurement procedures, templates, chain of communication, etc.

ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
- Master or equivalent work experience in Logistics/Procurement/Engineering/Business Administration
- Deep understanding of the country context
- Fluency in English is essential
Professional experience
- At least 3 years in humanitarian logistics with 2 years in similar positions in a comparable context
- NGO or INGO procurement compliance experience in comparable context
- Strategic Planning experience with strong analytical skills
- Representation experience with institutions and participation in coordination meetings
- Extensive experience in logistics and/or security management and procedures

DESIRABLE REQUIREMENTS
- Experience in large works contracts would be considered an asset
- Previous work experiences in Gaza
- Fluency in Arabic is desirable
WHAT WE OFFER
Type of contract: a first 6 (six) months contract subject to verification (achievement of specific objectives); a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first period of collaboration
Economic conditions: to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex based on the role, hardship and housing based on place of work)
Annual leave: 2,5 days/month (working days)
Flight ticket: one return flight every 12 months of contract
