Working context 

WeWorld has been active in Mozambique since 2000, with a focus on education, food security, climate resilience, DRR, and humanitarian assistance, especially in response to natural disasters and conflict-induced displacement. The Head of Support Services (HoSS) plays a central role in ensuring that the mission’s operations are efficient, compliant, and sustainable. The HoSS leads all support functions (Finance, HR, Logistics & Procurement), ensuring that projects are properly resourced and compliant with donor and internal requirements.

 

Purpose of the Role

The Head of Support Services is responsible for the strategic and operational leadership of support services across the Mozambique mission. S/he ensures compliance, efficiency, accountability, and risk management, enabling the programme teams to deliver quality interventions. The HoSS also contributes to country strategy, budget planning, donor engagement (on compliance matters), and internal capacity development.

 

Main taSks and ResponsIbilities

Strategic Leadership

  • Lead, manage and coordinate the Finance, HR, and Logistics & Procurement departments.
  • Ensure support services are aligned with WeWorld’s country strategy and donor requirements.
  • Actively contribute to country-level strategic planning, risk management, and institutional strengthening.
  • Support managers to coordinate activities of teams, ensuring workload is prioritized appropriately.
  • Supervise and verify that deliverables and timelines related to grants, contracts, vendors, partners, and internal procedures are respected.
  • Collaborate with Regional Managers to set goals and objectives, identify strategic activities, and design development plans for support services.
  • Supervise and coordinate archiving of HR, Finance, and Logistics/Procurement documents according to WeWorld guidelines.
  • Ensure high-level collaboration with relevant stakeholders (technical working groups, partner forums, authorities, communities, vendors, donors).

 

Financial Management

  • Ensure timely and accurate accounting, financial reporting, and expenditure monitoring in line with WeWorld and donor regulations.
  • Oversee preparation, consolidation, and monitoring of country and project budgets, ensuring proper cost allocation and updates of cost allocation tables.
  • Maintain and update the country financial plan, ensuring sufficient cash flow and financial coverage for operations.
  • Ensure financial coverage to implement activities, pay salaries, suppliers, and running costs.
  • Supervise external and internal audits, ensuring timely follow-up on recommendations.

 

Human Resources (HR)

  • Supervise the HR team, ensuring effective recruitment, induction, performance management, and staff development.
  • Ensure all support services staff receive training according to identified needs and training plans.
  • Monitor staffing adequacy and structure across Finance, HR, and Logistics & Procurement.
  • Analyze staffing needs & costs, compensation & benefits, and performance review practices.
  • Promote staff well-being, safeguarding, and inclusive work environment practices.
  • Ensure compliance with national labor law, WeWorld policies, and donor requirements.
  • Supervise compliance with payroll, health insurance, work insurance, and employee benefits.

 

Logistics & Procurement

  • Oversee procurement processes in line with WeWorld’s Global Procurement Manual and donor guidelines, from planning to completion.
  • Ensure effective asset, fleet, warehouse, stock, and base management systems.
  • Strengthen supply chain management to ensure timely and cost-effective procurement and logistics.
  • Monitor and mitigate procurement risks, ensuring transparency and accountability.
  • Supervise preparation of procurement and logistics reports in required formats.

 

Systems, Compliance & Risk Management

  • Develop, adapt, and enforce Standard Operating Procedures (SOPs) across support departments.
  • Design systems and routines that strengthen efficiency and collaboration between Finance, HR, and Logistics & Procurement.
  • Conduct regular reviews and audits to identify inefficiencies or risks.
  • Ensure strong internal controls and anti-fraud/corruption measures are in place.
  • Ensure recommendations for improvements are implemented in a timely manner.
  • Maintain compliance with donor requirements across contracts, grants, and procurement.

 

Safety & Security

  • Support the Country Representative in implementation of safety and security measures in line with mission SOPs and global guidelines.
  • Ensure logistics and administrative systems contribute to staff safety, including base management, fleet tracking, and communication systems.

 

Coordination & Representation

  • Ensure effective coordination between support and programme departments.
  • Represent WeWorld on operational and compliance matters with partners, vendors, auditors, and relevant external stakeholders.
  • Liaise with HQ/regional finance, HR, and logistics units for technical guidance and alignment.

 

Duties and responsibilities above are not exhaustive and may be adjusted as required by the Country Representative. The role holder may be required to perform any other tasks requested by the Line Manager in line with the position, mission needs, and organizational priorities.

 

Proper handover must be ensured before the end of the assignment.

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • Degree in Economics, Political Science or related fields
  • Good knowledge of main donors’ administrative rules and procurement procedures (ECHO, UE, UN, AICS)
  • Full professional competency in Microsoft Office Suite, especially Word, Excel and Outlook
  • Knowledge of written and spoken Portuguese
  • Knowledge of written and spoken Italian

 

Professional experience

  • At least 2 year of previous professional experience in similar roles

DESIRABLE REQUIREMENTS

    • Previous professional experience in Mozambique

 

WHAT WE OFFER

Type of contract: a first 6 (six) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed upon arrival on assignment); a second collaboration contract of 6 (six) months renewable

Economic conditions: to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work; housing; children’s allowances)

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight every 12 months of contract

Health insurance: covered
